Deep or poor?
Such alternative is faced by Norilsk Nickel while developing deposits Talnakhsky and October in Siberia. One is less wide ore bodies of rather poor grade disseminated ores. The other option was rich powerful copper-nickel ores discovered as far back as in 1960-70’s localized 30 km from Norilsk mines. They were evaluated by specialists as the largest world (mostly) palladium deposits. Although reserves of massive sulfide ores are large, they lie at large depth beneath the surface and their extraction requires considerable investment. Therefore Norilsk Nickel planned large reorganization of ore dressing and metallurgical plants and transition to development of rather poor grade ores deposited at moderate depth. It plans to allocate $3.5 bn (during 10 years) in their development. It is planned to increase their extraction from 10 to 40 million ton per year by 2004 (10 years later).The reserves of poor grade mineral deposits will be exhausted only in 200 years. Near ore dressing plants tailings have accumulated as well as magnetic pyrite concentrates containing platinum group metals of somewhat more than 1 g/ton are stockpiled. Besides, there are two virgin deposits (Chernaya Gora and Norilsk-2) which contain large reserves of relative profitable ores in the vicinity of mining and industrial region. They can be developed in case of high world prices for PGM. |

The reserves are not large
That conclusion was made by specialists exploring small alluvial deposits in Chada, Shantari and Inagli /Yakutia/. The minerals formed here due to manifestations of small zones of alkali-subalkali ultabasite intrusives at Aldan shield. In early 1990’s platinum group metals were opened in streams of Koryak mountains due to manifestations of Galmoenan intrusives. The source of platinum is considered to be intrusive complexes of Alaska type, 16 km long and 4 km wide. The intrusives contain dunite cores giving way to massif of wehrlite, olivine pyroxenite and gabbro by periphery. The alluvial deposits are contained in Quaternary gravelite developed in valleys of two streams. The productive seams are 0.4 - 11.0 m wide, platinum content is between 0.7 g/cu m to 5.4 g/cu m. Among minerals iron-platinum alloys with subordinated share of iridium prevail. The development of the deposits started in 1994 and reached its peak in 1998 when 6 ton (194 000 ounces) of platinum was extracted. |

Mystery is kept
The scientists do not know the place of location of main bedrock source of platinum at Konder deposit /Khabarovsk territory/. The investigations did not help. The source of alluvial mineral is a zoned-concentrating intrusive of ultrabedrock with diameter up to 5 km, located within Aldan Precambrian shield. The core of intrusive is chromite-bearing dunite giving way in zones to pyroxenite. Platinum group minerals are developed in veins and streaks of chromite. The platinum reserves in alluvial deposit of Konder total 60 ton. Their length in total is 50 km with width ranging between 30 and 980 m. Width of productive layer fluctuates from 2.2 to 2.4 m, platinum group metals in seam – 1.6 g/cu m, increasing up to 4 g/cu m, as they approach intrusive. The min. content of platinum in alluvial deposit is – 0.5 g/cu m. The platinum group metals contain: platinum-85%, iridium-1.7%, osmium–0.7%, ruthenium- 0.1%, rhodium – 0.4%, palladium – 0.5% and other elements, including gold –9%. |

Yakutia Diamonds
Now one can buy them only from one supplier. Committee for precious stones and metals of republic Sakha has obtained general license for their export from Russian Federation. It was issued by Chairman of Government M. Kasyanov. Organization authorized by executive power will buy and resell on the basis of agreements of commission brilliants produced by processing organizations registered and carrying out activity on the territory of Sakha republic. As department of government information informs, export registration will be made at the special customs houses after state control procedure. |

New diamonds of Pomorye
Development of deposit named after Lomonosov in Arkhangelsk region which was began in June 2002 is called by the Russia specialists an important event for all Russian diamond sector. Thus, the most powerful in the world Russian diamond and brilliant monopoly ALROSA started new stage of Siberia penetration. The developer of new deposits – Severalmaz is 70% owned by ALROSA and MAK-bank financing the start of stripping belongs to it by 100%. The development of one of five pipes was started with the help of these structures. Following transfer to industrial development of diamonds in Pomorye the new stage in strengthening of positions of Russian suppliers of diamonds to the foreign markets was started. |

Direct sales of gold
For the first time in Russia precious metals are exported by those who extracts them. Lenzoloto is the pioneer in export of its products abroad under new scheme directly avoiding commercial banks. The gold is that gold which extraction was not advanced by banks. The obtaining of export licenses has become possible according to Kremlin authorities decision since 2001 but till now nobody has took advantage of them yet. Last year Lenzoloto produced 7053, 3 kg of gold. |

Uzbeks study waste
Acute deficit of iron ores in Uzbekistan made specialists of that country to look at dumps of mining and metallurgical production. Now Almalik Mining and Metallurgical Plant not only extracts and processes mineral resources but started also to use “local deposit” formed by dumps. During operation of copper-smelting plant 10 million ton of slags accumulated here after production of copper concentrates. According to local scientists, they contain copper, silver and such less-common metals as cobalt, germanium and molybdenum. Iron accounts for 34-36 per cent here. Having seen serious advantages in development of industrial dumps accumulated in the country, the Uzbekistan government set up research and technical center Omega, one of which tasks became use of dumps of mining and metallurgical production. New efficient methods of extraction of metals from slags were tested by Omega and remaining silicate bases was suggested to be used for production of construction materials. Large-scale adoption of technology of combined processing of slags up to 300000 annually will allow to cut import of natural raw materials. Omega possesses a number of know-how, for example, the method of extraction of sulfite-bisulfite ammonium from gases of sulfurous and metallurgical production, which has already helped to cut expenditures of Uzbekistan for import of sodium sulphate and increase profit of the plant by million dollars. For the first time in Uzbekistan technology is adopted and production of ferromanganese – the most precious alloy for ferrous metallurgy - is organized. The alloy is used in steel and machine-building industry as alloy additive considerably upgrading quality, stability of metal products. Steel with ferromanganese will be used for protective internal coating of large crushing mills and for production of teeth and spare parts for shovels for open pit mines. The pilot installation has already produced the first tons of ferromanganese. The works to organize industrial production of that alloy – 200 ton annually - are under way. |

Russian submarines: head for London
Russian military submarines from Enisey estuary travel back and forth to the British capital transporting civil goods. Thus, the Russian company Norilsk Nickel currently delivers its quota volumes of platinum group metals from Siberia to store them at the warehouses of its subsidiary trading company Norimet in London. Such method of delivery became possible when Board of directors of the Russian company, Navy and President of Russia addressed patrol services of Hamburg, Rotterdam and Ramsgate did not pay attention to transport submarines with military armaments. As far back as in 2000 Norilsk Nickel studied the opportunity to deliver metal by such unusual means of transport as submarine, when pilot trials of submarine which payload was within 12 ton were finished. It was planned that joint transport company of Navy and Transport Ministry would be set up which would rent the re-equipped submarines. But invaluable benefits promised by usage of submarine in winter required to hurry up. Therefore decision was taken to use submarines engaged in military mission. That fact reflects without doubt new approach of Russia and EU to settlement of mutual economic problems. |

Emeralds of Russia
The owner of the largest in Russia emerald deposit is unable to pay for power. Closed joint-stock company Zelenkamen – the owner of Malishevskoe deposit – is on the brink of bankruptcy. Practically all assets the company, joint venture of the Russian joint-stock company Emerald Mines of Ural and Irish company Kabal, were spent for reconstruction and modernization of concentration plant and obtaining of license for development of the deposit and old dumps. The critical situation is aggravated by the fact that it is impossible to pump subsoil waters from mine without power that threatens with flood. The deposit is unique, as besides emeralds it is the only deposit in Russia where industrial beryls, raw material for atomic industry, were extracted. |

According to preliminary data 10-12 deposits of gold and copper and nickel ores will be put on that list. The Russian companies will enjoy preemptive right for development of the deposits. Thus, first of all extraction of gold and ore must be carried out for local use and export that will bring in additional income in the budget of the region and federation. Siemens and United Heavy Machinery agree on a cooperative venture to supply equipment to sintering plants
The Siemens Industrial Solutions and Services Group (I&S) and the United Heavy Machinery Uralmash-lzhora Group (UHM), Yekaterinburg, Russia, have agreed to jointly develop sintering plant equipment and market it in the Commonwealth of Independent States (CIS). In future, the two companies will supply the complete range of products and services - from planning and erection of the plant to delivery and installation of the electrical and automation systems as well as commissioning and technical support during uninterrupted plant operation. In addition, Siemens and UHM will use a computer-aided process model, which is presently in the process of being developed. This will allow the owner of the sintering plant to simulate the sintering process and optimize plant control without interrupting production. Another advantage is that the process model will enable simulation of plants even during the planning phase and will also make it possible for the operating personnel to undergo preparatory training. |

Exploration of gold in Kurskiy region
The regional natural resources committee invited the leading research institutes to examine the problem of exploration and extraction of gold from ores of Mikhailov GOK. It was assumed that it is possible to obtain concentrate of precious metal with the average content of gold up to 20 g per ton, but trials exceeded the expectations: mineralisation zones with gold content of more than 40 g/ton were revealed at iron ore deposits. The program to extract gold has been developed and implemented, the sites for future development have been determined. According to specialists predictions gold reserves of Mikhailovsky deposit exceed 50 tons. Mikhailov GOK is not the only place in the region where gold was found. During exploration and appraisal works in the central part of so called Tim-Yastrebov structure the sites with gold content of 2,3-14,6 g/ton were found. Besides, ore contains nickel, palladium and osmium. |

Phosphorite base in Uzbekistan
Geroisky phosphorite deposit in the center of Kizilkum desert is unique in terms of its reserves and assessed resources, quality of its raw materials, mining and technical conditions of development. The deposit is one of ten such deposits in the world. Industrial reserves are 303,6 m ton of ore, 57,7 m ton of phosphorus pentoxide. The deposit allows to satisfy the needs of Uzbekistan’s agriculture in phosphorus fertilizers for more than hundred years. Large investments have been made in development of Kizilkum phosphorite complex. The first starting complex of 300.000 ton of phosphorus meal was put into operation in April 1998. Following installation of additional processing equipment works will be able to process 1200 thousand ton of ore in 2002-2003 and produce up to 300.000 ton of phosphorus meal and 400.000 ton of phosphorite concentrate. According to the dates (2002-2005) approved by government decree simple phosphorus, nitrogen- phosphorus, nitrogen-calcium, organic and mineral, concentrated phosphorus acid will be produced from ore. The proposals of Navoi GOK and GAK Uzkimesanoat on the staged expansion of extraction and deep processing of phosphorite ores of Geroisky deposit at Kizilkum phosphorite complex and expansion of production of phosphorus fertilizers by chemical enterprises of the country have been approved. By the year 2007 515.000 ton of phosphorus fertilizer are planned to produce from that ore. The raw material produced at Kizilkum phosphorite complex will be consumed by Kokand Superphosphate Plant (annual volume of production 200.000 ton of phosphorite meal), Samarkand chemical works (200-250000 ton of calcined phosphorus concentrate, 100.000 tone of phosphate fertilizer), Almalik Ammophos Plant (200-250.000 ton of calcined phosphorus concentrate). The phosphorite reserves at Karakat and North Getimtau deposits will be further explored and phosphorite reserves at sites planned for future development at Gakhau in Bukantau mountains and Ziyaetdin in Zirabulaksky mountains will be assessed in 2002-2005 to expand source of raw material for Kizilkum Phosphorite complex. |

Coal industry restructuring underway in Magadan region.
The restructuring of coal industry in Magadan region is underway. Open Pit mine Tal-Yuryakh (Susumansky reg.) is put on the list of companies to be liquidated. It was foreseen 368 m rubles for liquidation of the mine from federal budget. The mine became the 3rd coal company which ceased to exist for the last few years. Such destiny was experienced by Kadikchanky (Susemansky reg.) and Omsukchansky (Omsukchansky reg.) mines. The restructuring of coal companies was caused by reduction of needs for local coal. If earlier the region extracted up to 4 million ton of coal. Today the territory does not need such volumes due to elimination of small settlements in the region and Oimyakonsky ulus of Sakha republic, where Magadan coal was delivered as well. Tubings for diamond mines in JSC “Alrosa”
Chebarkul Ural Kuznitsa obtained the order to produce a large lot of tubings – parts of black iron rings of 5 m id used for construction of subway tunnels. To conclude agreements the delegation of Almazi Rossii, their Ural representatives from Uralmetalcomplekt, designers of Moscow trust Shakhtspetsstroy, MMK, suppliers of metal for tubings, visited the company. For the first time mechanical processing of tubings was made by the plant in 1993, the order was performed for Cheliabinsk. Every year the demand rises, and in 2002 the plant performed mechanical processing of more than 6000 products, this year – 17000. The geography of consumers has expanded as well: the products are in demand in Yekaterinburg, Moscow, Samara, Norilsk. Now the order was placed by the company from Sakha republic, which need tubings not for construction of subway but for diamond-mining industry. The purpose of the visit was to find out, whether Ural Kuznitsa is capable to perform complex order of diamond extractor. By the delegation’s arrival 30 tubings had been produced and 2 rings assembled. The control measurement of tubings width, quality of mechanical assembly and reliability of bolting were examined. After the meeting the agreement for delivery of 533 rings was signed. The tubings will be installed in the shaft 800 m long. The plant starts their production in March. |

Coal extraction of Krassnoyarsk Coal Company
In the first quarter of 2002 volume of coal extracted at the open pit mine of Krasnoyarsk Coal Company (KCC) will come to 7,1 m ton, twice as less as in the same period of last year. As KCC general manager Victor Guskov informed the reporters on February 27, peak of drop in coal extraction (2,1 m ton in January) has already been overcome: in February its volume must reach 2,5 m ton, in March – 2,7 m ton. Meanwhile, an advisor to Governor of Krasnoyarsk territory Yu. Koropachinsky told the meeting of Legislature Assembly session, that prime cost of coal extracted by KCC in 2001 made up 85 rub. per ton. |

Natural Resources committee of Krasnoyarsk territory has announced tenders for two ore and one alluvial gold deposit. According to Natural Resources Committee of RF, tenders are announced for licenses for extraction of ore gold at North-West site of Soviet deposit, for exploration of extraction of gold at Zaiavka-14 deposit and exploration and extraction of alluvial gold at Makarovka river deposit, the left tributary of Us river. Subjects of business activity of RF irrespective of form of ownership can take part in tenders. Soviet deposit is located in the north-east part of Enisey mountains near regional center Severno-Enisey. The deposit was discovered in 1906. It was constructed as far back as in 1908. The development of the deposit was made by open-pit mining then by underground mining. The term of license is 20 years. The deposit Zayavka-14 is located in North-Enisei region 6 km to the south from Severno-Enisey settlement. Term of the license is 10 years. Alluvial deposit of Makarovka river is located in Ermakovsky district of Krasnoyarsk territory. As for degree of exploration it is at the stage of prospecting. Term of the license is 8 years. Bank for Foreign Trade has concluded transaction to the amount of $38 m with diamond-extracting company ALROSA. As bank’s press-release informs, the transaction foresees opening of L/C by Bank for Foreign Trade for the period of 3 years according to order of ALROSA with payment by installments for equipment of Swedish Svedala Systems AB against guarantees of Swedish export agency EKN. New President of ALROSA Elected On 1st March Supervising council of diamond company JSC “Alrosa” elected 55 y.o. Vladimir Kalitin, its Chief Engineer, its President. Russia and Yakutia managed to agree a single candidate. The council meeting was held during two hours in Alrosa office. The single candidate was nominated by 2 main shareholders - Russia and Yakutia- was introduced by Sakha President and former head of Alrosa Vyacheslav Shtirov. The council approved the company’s plan of development for 2002, which for the first time for the last few years plans to reduce the volume of diamonds extraction. Now the company produces stones to the amount of $1.6 bn. The future reduction is explained by recession on the world diamond market. Recently Alrosa has concluded new trade agreement with De Beers, under which it undertook to sell annually diamonds to the amount of $800m, the company still hopes to enter the world market independently. V. Kalitin was born on 19th February, 1947 in October Settlement of Zeya district Amur region. He is Russian. In 1974 he graduated from Irkutsk Polytechnical Institute as a mining engineer. He worked as timberman, mining superviser and labor protection engineer of gold extracting site of Indigirzoloto company in Oimyakon region of Yakutia republic. In 1977 he worked in departments of Yakutalmaz. He was deputy chief engineer, chief of mining department of Irelyakh, chief engineer of open pit mine Irelyakh. From 1993 till 1996 he worked as chief engineer of Alrosa. From 1996 till now he works as Chief Engineer of JSK Mirninsky GOK. |

Production Aluminum in Russia Consumption of aluminum in Russia is less by a factor of 10 than in the developed countries of the world. In 1990’s consumption of aluminum per capita in Russia was app. 15 kg, and now – 3 kg. Russian producers are mainly engaged in production of primary aluminum and to less extent in production of raw material for its production – aluminum oxide. At the same time the leading Russian aluminum companies – Russian Aluminum and SUAL-holding - face a dilemma: to invest in production of raw material or in production of aluminum products with high added value. SUAL has a raw material project – to complete construction of railway to Sredne-Timano bauxite deposit, which planned volumes of bauxite deliveries will exceed one million one in 2003. Since September 2002 SUAL-holding plans to start delivering all year round Timan’s bauxite to Bogoslovsky and Uralsky Aluminum plants of the company. Total SUAL’s investment in the project of development of Sredne-Timano bauxite deposit makes up app. $110 m, with $82 of them invested in construction of railway. After starting of all the year round deliveries from Timan deposit in 2002 SUAL-holding will reach even overproduction of aluminum oxide of 30000 ton. Rusal having produced app. 2,3 m ton of alumina at its plants has only half of necessary volume. The rest alumina is bought by Rusal at the market, including from SUAL-holding. |

Russia produces less iron ore
In January 2002 Mining and smelting companies of Russia reduced production of commodity iron ore by 5,7% to 6,48 m ton compared with January 2001, Rudprom concern informs (it unites majority of iron ore producers in RF). The mining and smelting companies produced 6,18 m ton of iron ore concentrate, by 6,2% less than in January 2002. Production of iron ore pellets dropped by 7,5% to 2,25 m ton for the same period. |

The Russian Iron and Steel Works against dumping Severstal and Magnitogorsky Iron and Steel Works applied to the Ministry of Economic Development of RF with request to introduce temporary duty of 40-50% for galvanized steel imported from Ukraine and Kazahstan. Earlier the Ministry started investigation on dumping import of galvanized rolling products from Ukraine and Kazahstan. Severstal and Magnitogorsky Iron and Steel Works, which share of galvanized steel on RF market is 60%, applied to the Ministry in September. However, the reduction of import expected by the Russian producers in connection with antidumping investigation did not take place. Moreover, the prices of Ukranian and Kazakh exporters were reduced by another 16% compared with last year prices. |

Yuzny Kuzbass puts into operation a new concentration plant
Yuzny Kuzbass, co-owner of such metallurgical companies as Mechel and Tulachermet, has put into operation new concentration plant at open pit mine Krasnogorsky of 1,5 m ton of coking coal per year. Last year the company extracted and processed 11,578 m ton of coal, used by metallurgical enterprises. |
